Introduction

Asian Association for Substance Abuse Research (AASAR) is a nonprofit organization headquartered in University of Macau.

Its mission is to promote scientific research and evidence-based prevention and treatment policies in substance abuse in Asia. AASAR focuses on the following activities: fostering academic research and regional scientific collaboration in prevention and treatment of substance abuse; identifying effective models, strategies and methods in substance abuse prevention and treatment for Macao, China, Hong Kong, Taiwan and other Asian countries; acheter weed; working with governmental and nongovernmental agencies to develop evidence-based public policy in substance abuse prevention and treatment; improving knowledge and skills of substance abuse practitioners through training and participatory research; and promoting international collaborations among academic institutions and professional associations specializing in substance abuse research and practices.

暨2017年亞洲藥物濫用研究學會第五次年會通知

(第三輪)

近年來,亞洲國家內的毒品問題呈現出新特徵,即一個地方政府、一個國家的力量已不能妥善解決毒品問題,需跨區域的國家、地區的務實部門與學術界開展合作研討應對,召開首屆“一帶一路”禁毒前沿高端論壇,能夠促進亞洲“一帶一路”沿線禁毒國際(區域)合作。

為了推動亞洲禁毒學術研究交流,由雲南大學禁毒防艾研究與援助中心、亞洲藥物濫用研究學會、澳門大學和中國藥物濫用防治協會藥物維持治療分會合作主辦、承辦的“一帶一路禁毒前沿高端論壇暨2017年亞洲藥物濫用研究學會第五次年會”擬於2017年11月28日至11月30日在雲南昆明市舉辦現場研討交流大會,分享中國和一帶一路沿線國家、地區在禁毒領域的最新研究成果與實踐成效,共同搭建亞洲禁毒國際合作學術平臺。

根據國家發《在華舉辦國際會議費用開支標準和財務管理辦法》的通知》(財行〔2012〕1號)和《財政部關於印發<中央和國家機關工作人員赴地方差旅住宿費標準明細表>的通知(財行〔2012〕1號)等規定參考預算,國內外參會代表會務註冊費用為:

境外、國內各參會個人按人民幣計價繳納註冊費,計1600元/人,其他參會人員1800元/人,學生1000元/人,15人以上團體報名者將享受會員優惠費(會務註冊費用包含資料費、會議費及會期的餐費、短途交通用車費用)。其他住宿及長途交通費(飛機、火車、汽車)按規定自理報銷。

Title:
Network Characteristics and Organizational Structure of Chinese Drug Trafficking Groups

Abstract:

Unlike previous studies of drug trafficking groups that focused on the characteristics of individual members, this study examined the demographic and socioeconomic composition of drug trafficking groups and the types of relationships binding criminal networks. Through an analysis of 144 drug trafficking groups adjudicated in the intermediate and high courts in several provinces of China, this study found a high level of homogeneity in demographic characteristics and socioeconomic status among the offenders who formed the Chinese drug trafficking networks. Results also showed that most Chinese drug trafficking groups were small and lacked a vertical role structure. The concentration of men was associated with a higher likelihood of having a hierarchical role structure in the trafficking group.of individual members, this study examined the demographic and socioeconomic composition

本次“一帶一路禁毒前沿高端論壇暨2017年亞洲藥物濫用研究學會第五次年會”由雲南大學禁毒防艾研究與援助中心、亞洲藥物濫用研究學會、澳門大學和中國藥物濫用防治協會藥物維持治療分會合作主辦、承辦,於2017年11月27日起在雲南昆明市舉辦現場研討交流大會,分享中國和一帶一路沿線國家、地區在禁毒領域的最新研究成果與實踐成效,共同搭建亞洲禁毒國際合作學術平臺。

本次大會包含如下七個議題: 1、“一帶一路”視野下的禁毒戰略; 2、毒品與犯罪、艾滋病等相關問題; 3、新精神活性物質與易制毒化學品管制; 4、戒毒及康復治療(含社戒社康); 5、禁毒預防宣傳教育; 6、禁毒國際合作; 7、禁毒立法與執法. 共收到來自來自兩岸四地,東南亞國家,非洲國家等共73篇全文和摘要。出席嘉賓數量約兩百餘人,其中包含尼日尼亞、印度、東南亞沿線各國、港澳臺地區以及大陸地區眾多學校、藥物濫用戒毒機構以及其他相關領域的領導、學者等。

Asia Association for Substance Abuse Research (AASAR) Fourth Annual Meeting Has Concluded Successfully








      

AASAR Fourth Annual Meeting took place on the beautiful campus of National Chung Cheng University on 10th of November. The conference was organized by Asia Association for Substance Abuse Research in conjunction with University of Macau, Taiwan Chung Cheng University, and Taiwan Society for Substance Abuse Research. The conference has concluded successfully on 11th of November.

As substance use has increasingly become an important social problem in Asian counties, societies in this region have made concerted effort in stepping up research on the causes, prevention and treatment of the additive behavior. Substance abuse is a multifaceted problem that needs intersectoral response. It can have a series of negative consequences on personal wellbeing, family life, public health, morality and social order. Effective policies and practices to reduce substance abuse often require multidisciplinary and cross-organizational cooperation, including cooperation between different research institutions and experts, between governmental and nongovernmental organizations, and between researchers and practitioners.

The conference focused on multiple themes, including drug prevention, treatment, rehabilitation and related policy. More than 200 policymakers, experts, representatives from America, India, Philippines, mainland China, Macao, and Taiwan to discuss opportunities, strategies, and challenges in substance abuse research, prevention and treatment. The Conference has been acted as a spring board for more cooperation in substance abuse research and practices and contributed to the development of more effective policy and programs to reduce substance abuse and related problems.

Antidrug Challenges and Opportunities in the Frontiers of One Belt One Road

Purpose and Programs

The 5th annual meeting of Asian Association for Substance Abuse Research (AASAR) will take place on November 27 – December 2, 2017 in several locations in Yunnan Province of China near the Golden Triangle, one of the most picturesque areas in the world but also a region historically known for rampant drug trade. The meeting is jointly organized by AASAR, Research & Support Center for Narcotics Control and AIDS Prevention of Yunnan University, and Drug Maintenance Therapy Section of Chinese Association of Drug Abuse Prevention and Treatment. In addition to meeting sessions hosted in Kunming for scholarly presentations and reports, the association will also organize field trips to the border region between China and Myanmar for attendees to gain firsthand experiences of efforts made by government agencies to suppress drug trafficking activities and to prevent and treat drug abuse. The theme of this year’s meeting focuses on drug issues in the frontier regions of the “One Belt One Road” development.

As one of the most significant and far-reaching campaigns launched in China, the major goal of the "One Belt One Road” initiative is to deepen multilateral cooperation and to reap mutual benefits by taking advantage of the complementary resources of the host countries along the Belt and Road. The initiative has received positive responses internationally but significant challenges remain, especially in the area of international cooperation in antidrug efforts along the frontiers of the new trade routes. In recent years, as new drug problems and trends emerged across geographical boundaries, Asian countries have increasingly come to the realization that cross-regional and cross-national cooperation is needed to tackle drug abuse problems effectively. Within the broad framework of the “One Belt One Road” initiative, this conference seeks to promote international dialogue on drug-related issues and to advance international cooperation in substance abuse research and practices.

Abstract/Paper Submission

    All abstracts or papers must be submitted either on-line through the AASAR website at www.lessdrugs.org or by email to conference@lessdrugs.org. Submission for conference presentation must include a title and abstract of no more than 250 words, along with author information. The deadline for abstract/paper submission is September 30, 2017. The deadline for paper submission is October 10, 2017.
    

Paper Submission and Publication

    Participants who submit a full paper will be given priority for conference presentation. Author(s) whose abstract/paper is selected for presentation will receive an official notification by October 20, 2017. Papers submitted to the conference will be selected for publication in a special journal issue or an edited book.
    

Best Paper Awards

    The meeting organizers will select 5-10 papers for Best Paper Awards to encourage the involvement of young scholars in substance abuse research. To be eligible for a Best Paper Award, the lead author must be 45 years old or younger. The Paper can be in either English or Chinese. Chinese papers should be no longer than 7,000 words while English papers should not exceed 30 pages (double-spaced). Papers submitted for the award must have not been published previously.
